In developing his own business Panliska Ltd since 2011 concentrates on EU funding in particular Horizon 2020. His strengths lie in extensive network of contacts and facilitating co-operation and collaboration.
Previously for 37 years a civil Servant and diplomat serving the Scottish Government with a long pedigree in Cohesion and Structural Funds policy. During this period ran ERDF in Scotland in the pre-programme era and then after a loan a 3 year loan spell with the European Commission implementing urban pilot projects across the EU, was responsible for ESF and the Objective 1 Programmes for Highlands & Islands.
There followed a short loan to the Swedish Agricultural Ministry in 2005-06 to help them gear up to accessing EU funds. Also, 4 years 1999-2003 in Prague on loan to the Czech Ministry for Regional Development to prepare them for Accession to the EU in 2004. In charge of beef policy for Scotland during BSE crisis 1996-1999 and finished Civil Service career as diplomat in Brussels with Scottish Government’s EU Office making links and networking on a range of policy issues including policy development on territorial cohesion.
