In 2005 Paul lead on setting up a Social care apprenticeship in Adult care services for 10 young people aged between 16-19 years old. This programme has continued year on year. In 2010 he was invited to be an employer apprentice champion with Skills for Care and have given talks and support around various regions to employers about apprenticeships and how they can work. In 2010 HCS won Skills for Care Accolade for best employer of apprentices.
His current role is working on supporting HCC apprenticeship agenda, this includes working with NEETS in Hertfordshire and he has developed an advanced apprenticeship programme at level 3 that is based in social work teams. In 2014 – to the present he was invited to join the Social care trailblazer board which developed got the level 2/3/4/5 apprenticeship standards. In 2015 Hertfordshire County Council were finalists in National apprenticeship awards for Macro employers
In 2016 Hertfordshire County Council achieved top 100 employer status for apprenticeships.
