Judith is a highly experienced consultant in who is at her best when providing support and challenge that will lead to change. She keeps up to date with changing public policy, political, environmental, technical and social change and always works in the public interest helping people to apply simple principles of public governance, commissioning, personalisation and service provision to the realities of their work.
She is one of the directors of OPM an employee owned mutual which has published several reports on mutuals and the challenges of transition and is supporting several mutuals to establish themselves. She is also a director of the DfE/DoH sponsored Commissioning support programme (CSP). Modern local government is about making difficult strategic decisions and Judith will show you how to do this well. Her areas of expertise include: change, leadership, commissioning, strategy and planning, governance, effective partnerships, performance management, board development and community involvement. She also designs and delivers management learning programmes in-house and across the country and is a qualified coach.
Judith joined OPM after eight years as an independent consultant and facilitator, working with local and regional government, housing associations and the NHS on strategy, consultation, neighbourhood regeneration, leadership development and change management. In the past Judith has been chair of a successful health authority, director of a leading housing association. She has studied contracting and procurement of public services in the USA and worked as a town planner.
